Key rules for retail employers

Retail posts are Tier 1 under the ESLS: a 2:1 ratio (two full-time local employees per imported worker) and 4 weeks of local open recruitment. Since June 2026 you may declare business locations in up to 5 districts in one application, allowing imported staff to rotate between declared stores.

Application process and timeline

An ESLS application typically takes 4–6 months: submission (form ESLS-1A/1B) → local open recruitment → Labour Advisory Board assessment and approval-in-principle → candidate matching via licensed mainland labour agencies → Immigration Department visa → arrival and onboarding. FAQ

Can imported staff work across several of my stores?
Yes, provided the stores were declared in the application and fall within no more than 5 districts. Stores opened later cannot be added informally.
Can I screen candidates for Cantonese ability?
Yes. The mainland talent pool includes many fluent Cantonese speakers, and language can be a selection criterion with video interviews arranged before signing.
What is the minimum wage for an imported salesperson?
Not below the published median of HK$15,600 (June 2026 revision; the latest figure at application prevails), plus compliant accommodation arrangements.
