Hiring Imported Labour for Renovation & Fitting-out

Electricians, painters, carpenters and A/C technicians can all be imported — but through the right scheme. Most renovation firms do not qualify for the Construction Scheme; ESLS is the correct route.

ESLS or the Construction Scheme? (Commonly confused)

The Construction Sector scheme mainly covers public works contracts worth HK$1 billion or more, applied for by main contractors on a quarterly cycle. Typical residential, shop and office fitting-out companies do not qualify — their route is the ESLS, which accepts applications year-round at a 2:1 ratio with 4-week recruitment. Relevant trades (electrician, painter, carpenter, A/C technician) appear on the ESLS common post list under the electrical and mechanical trade categories.

⚠️ Licensing: under the Electricity (Registration) Regulations, fixed electrical installation work must be carried out by or under the supervision of registered electrical workers — mainland qualifications are not automatically recognised. Site work also requires the Construction Industry Safety Training Certificate ("Green Card"). Plan your crew structure accordingly; we can assess this free of charge.

Application process and timeline

An ESLS application typically takes 4–6 months: submission (form ESLS-1A/1B) → local open recruitment → Labour Advisory Board assessment and approval-in-principle → candidate matching via licensed mainland labour agencies → Immigration Department visa → arrival and onboarding. FAQ

My renovation firm has 4 staff — can I hire imported tradesmen?
Yes. At 2:1, four full-time local employees (35+ hrs/week) support up to two imported workers. Owners generally do not count as employees.
Can an imported electrician work independently?
Fixed electrical installation work must be done by or under the supervision of registered electrical workers. Painters and carpenters can generally start immediately; site access requires a Green Card (one-day course).
Is renovation a common post — how fast is screening?
Electrician, painter, carpenter and A/C technician are on the common post list (form ESLS-1A), so initial screening is faster. The full process is about 4–6 months.
